There may be a tiny number of "musical chairs" situations, where, for example, a June 30 Harvard admit sets off a series of waitlist movements farther down the food chain, but for the most part the total number of "admits" is set, assuming they know who wants to defer a year. These deferrees and others dropping by the wayside for one reason or another must be subtracted before the number of matriculants can be accurately reported.
