Why aren't there great cities all along the Ohio / Penn / NY Lake Erie coast?

i know it got hollowed out by the death of american manufacturing but ohio at least is still a relatively rich and productive state with affluent people and its coastline is not the arctic nightmare that upstate ny can be. yet the erie coast seems to have only shit-tier cities and offers none of the charm of e.g. lake michigan. why isn't there a great lake culture around lake erie like there is for lake michigan in michigan and wisconsin
