Think about which one sector has held up in this recession? Despite everything the Feds have money. Feds have money because they print money. Because the Feds have money and rest of the nation doesn't, people move to DC to get some of that money. Hence the rise in real estate values. Also the bad traffic. DC has horrible traffic.

my agency uses outside counsel for big cases, and our business units hire McKinsey for government consulting, etc. We pay these people millions.

It may be, because if you go to the exurbs of DC (well outside the beltway), home prices have been hammered and there are tons of short sales and forclosures.

Also note that its a myth that the devastation in home prices was country-wide. While most markets took some sort of a hit, a bulk of the price drops were in just a few locations.

There might also be social factors at play. The city lost population between 1950 and 2000. It was a total shit hole. My parents friends bought beautiful houses by the parks for a song. Now DC is a place where people actually want to live and the DC real estate market is still adjusting.
