Here's the scoop:

In 2010, President Obama signed into law the Fair Sentencing Act, which reduced the disparity between the amounts of crack and powder cocaine used in mandatory federal sentencing guidelines.

Petitioners Edward Dorsey and Corey Hill were arrested before the act was passed, but sentenced after it. Under the new guidelines, both would have received substantially shorter sentences.

The SCOTUS rules that the Fair Sentencing Act’s new, lower mandatory minimums apply to the post-Act sentencing of pre-Act offenders.
