Three weeks ago was the final interview.
Two weeks ago my recruiter emailed me and told me that the firm's HR person said that I'm the one they selected for the position and that an official offer would come once they finished all the admin/sign off shit.
Last week recruiter emailed me and said HR told her that they think an offer should come this week.
It's Friday and still no offer.
Nearly every instance the recruiter has contacted them for an update has been the result of me emailing her asking her the status. Both when she emailed me about the selection and the pending offer were emails responding to me asking for a status update.
I emailed her Wednesday night to check status, she said she was going to call the firm Thursday (yesterday). She hasn't sent me an email letting me know wtf is going on or whether she even called.
Should I just call the firm HR directly?

Xoxo: a pretty fucking shitty source of actual advice.
Bro, I'd call your recruiter now. Give that asshole til lunch to get you some info. If no word, I'd call direct. What are they going to do, decide not to hire you because you made a phone call? It's nbd.

I went with your advice.
Recruiter emailed me back: "[HR] just followed up with the partner and is waiting to hear back. She thanks you for your patience!"
ok........
Sounds like she didn't contact them until just now when I asked the status.

Contacted the firm directly and got a full explanation of wtf is going on. It's pretty funny, but I'm not going to post it here for risk of outting.
I suspect the recruiter was keeping this stuff from me because she was afraid I would turn down their offer if I knew what was going on.

Another week goes by...
I spoke with a partner at the firm today (I've just given up on the recruiter). There is a hiring freeze in place and the group is having to submit a bunch of information to the exec committee. Shit regarding their workflow and hours in order to justify hiring me.
Partner said he's never seen the committee deny a hire once a group does that, but that it's always possible.
LJL.
Sucks. The group seemed like a decent group of attorneys. Guess I better get back to interviewing...

sucks bro, but at least you can hang in a decent situation while you look.
good luck.
also, you should out the recruiter/firm once you know for sure you didn't get it.

LOL - Recruiter contacted their HR lateral manager to try to get a timeline. HR person's response:
"[We] explained that the delay was not any indication of whether we thought he was a good candidate, we are just moving through the arduous internal process. We will be in touch once we have an update."
