My situation may be a little different from normal because my references somehow did not get to them properly with my application, and so I've had to resubmit them (at or after my interviews).
One component contacted my references within a day or two after my interview. Another has yet to do so.

Also, I may be outing myself, but was anyone else interviewed by a single attorney and not by a panel? From what I have read, almost all interviews are conducted by panels. For one of my interviews, though, it was a one on one session with the component attorney. I'm unsure what the implications are of this.

That may not mean much though. It was my impression that different Branches within Civil handle the interview process differently.
I know for a fact that I was only being considered by one of the Civil Branches, and I was not interviewed by a panel.
Thus if you were interviewing for, for example, Commercial Litigation, they may handle interviews and references differently than, say, the Torts Branch.
That you had a panel while I did not suggests we were being handled by different subgroups from the start.

I've always assumed that your stats may land you the interview, but are of little importance from that point on. If you made it to the interview stage, your chances are probably about as good as anyone's are, assuming your interview didn't go abysmally.

In one interview, I spoke with one attorney only. Can't remember if s/he specifically mentioned when offers would be made. In an interview with another division, I think the panel said offers would be made early November.
I don't know why the offers would be made later rather than sooner, unless it's DOJ policy for all offers to be made on the same day. It seems like the divisions will be competing with one another for candidates.

My understanding is that, generally speaking, for each DOJ position, the DOJ attorneys interview 10 candidates. All of the interviewed candidates for a specific division (or subgroup, if hiring is handled that way) are collectively rank-ordered in a list. The list is passed to the higher-ups for a brief look-over (usually a rubber-stamp), and the top candidates on the list are selected as finalists in numbers equal to roughly twice the available positions.
So if, say, Civil Rights is hiring 5 this year, the top 10 rated post-interview candidates will be selected as finalists. The top five candidates on this list will receive first-round offers, and the remaining finalists constitute what amounts to a waitlist ordered by rating. As first round offers are declined, new offers are made to those remaining wait listed finalists.

From what I've read, the idea of DOJ exploding offers is a myth. The myth might be perpetuated by the fact that these offers are not in writing. There has been a fear expressed by some in the past that, absent some written document stating the offer recipient has X weeks to respond, the rug might be pulled out from under the recipient's feet. Accordingly, most people seem to accept or reject their offers fairly quickly.

Should you be in such a situation -- where you received an offer from a less desired component with a limited decision time and are hoping for one from another, I don't think it's improper at all to contact the other component.
I wouldn't try to pressure them, but you could explain your predicament and ask whether they think they will be able to give you a yea or nay by the other component's deadline.

I don't think the worst case scenario is at all likely. We're dealing with a bureaucracy here; any offer potentially made to you has been made only after numerous people have signed off on hiring you and after having fully vetted the alternative contenders.
Accordingly, by that point, the caller is really just filling a ministerial role.
Edit: Sorry, I misread your post. My answer was with regard to asking the component who extends the offer for more time.
I don't personally think preemptively calling anyone is appropriate. I'm not sure what I'd advise if you were 100% positive that the component that selected you as a finalist makes exploding offers.

Basically, I think what it means is that your odds of an offer just improved from a 10% chance to slightly more than a 50% chance. =)
I say slightly more than 50% because you probably have an exactly 50% chance of a first round offer, and a marginal chance of receiving a subsequent round offer if you don't get the first round offer.
In any event, if you feel comfortable checking in with any of your references, it might be informative. While components seem to handle things somewhat differently, I would assume that they wouldn't extend an offer until they've contacted the references.

That may be true, but I have my doubts. I suspect either the attorney who answered the question didn't understand the process fully or mis-communicated.
One of my interviewers stated that X would be interviewed, and the department was prepared to make offers to 20% of X; though the interviewer also said that the department really only wanted to fill positions amounting to 10% of X.
Although the first statement could be read to suggest a 1 in 5 interview to offer ratio, in context I think the interviewer was really just stating the plain fact that the department is willing to extend an offer to anyone selected as a finalist (though this does not mean all people so selected will necessarily be given offers).

It's actually a little bit better than that, since many folks get 2 or more interviews, and others end up selecting another job/clerkship/second clerkship between September 19th and when offers come out.
For example, if a third of interviewees interview with more than one component, there are really only 400 people being considered for 150ish spots.

It seems that the offer waves are all component (or subcomponent) specific.
For example, yesterday the ATR-Field offices may have been acting, this morning we've seen Commercial Litigation in Civil. It's entirely possible that the component for which you've been selected as a finalist isn't as fast acting as these.
When I received my offer, I was told that, in CL at least, they were in fact absolutely going to make 10 offers (or maybe it was 11) even though they only really wanted 5 people. They had a surprisingly low yield last year and wanted to ensure they get enough people this year, even if it means having to hire more than they may optimally prefer. Based on that, it sounds to me as if, at least for CL, 'finalists' should equate entirely with offers. If finalists could stand for a waitlist, they would not need to make more offers than necessary. I don't mean to suggest that all components are handling the process the same way, but it's possible.
I'll keep my fingers crossed for you!

If it helps at all, my offer person said that they could have made offers on Monday. He didn't seem like he was in a rush. They also seem to have no idea about the dates or anything because I was originally told that offers wouldn't go out until around Thanksgiving.

Regarding second round offer timing, the 2 components with which I've dealt have all indicated that offers expire in 14 days for non-students and 45 days for current students.
Accordingly, if this is (or has become) a standard policy, and if a given component intends to give multiple waves of offers, one might expect the first few second round offers to begin around 15 days after first round offers were made.
I could easily see how, on average, the bulk of first and second round offers will be made by Thanksgiving. Most first round recipients won't hold out the full extent of their allotted period to respond one way or another.

"Above the Law" had some chatter about doj ag honors interviews under "DOJ is Hiring Again" but has been pretty quiet about offers... possibly when more offers go out, chatter may pick up...
I also read about a site in a thread from a few years ago called "Greedy Government" (affiliated with "Greedy Associates") but I think the site has been shut down since...
If you are applying for a job that does not require a poly and do not ever plan on taking a poly, you might check out "antipolygraph.org" // site discussion is mostly focused on intelligence jobs but many times cross references other government job boards...

dojalum -- sorry. I'm uncomfortable posting information that may identify me. Once I've accepted a position, I'll be far more open.
In fact, when the HP hiring process ends, I intend to start a new thread recounting in detail the full extent of my experiences, my observations, and any speculations I have concerning the process. I know I (and many of you) have been frustrated at the lack of solid information out there, even from prior years; hopefully a new thread as I'm envisioning it could help future applicants.
So far, things that ought to be included are:
(1) Whether anyone is ultimately selected without references being contacted.
(2) Which components appear to contact everyone's references, which only contact references of finalists, which only contact references of those who receive offers, and which (if any) are willing to extend offers without contacting references at all.
(3) A general time-line addressing when specific components tend to act relative to one another. Although this may vary by year and individuals involved, it might still be reflective of something.
(4) Meaning/implications of Avue updates.
(5) People's experience contacting components for more detailed status information.
I'm sure more will occur to me (and have occurred to many of you), and hope you'll all participate, as my own contribution will be necessarily limited to my own narrow experience.

Yesterday I accepted the offer extended to me from the Antitrust field office at the end of October. Given the holiday today, I'll call my Civil Commercial Litigation contact tomorrow to inform the component that I won't be accepting their offer.

I interviewed in appellate. I contacted my interviewer b/c another agency wanted me to fly out and interview at my own expense. She forwarded my message to someone at main justice who was able to tell me that I was only selected as a finalist by OIL. I actually do not know if OIL gave out any offers. She said she would let me know if there was any other news and I will post here if she does.

I bet there is one more wave, but I am also not hopeful. It's probably especially true if you are shooting for a large and largely unwanted section. :) [that's me!!!]
OSCAR still has some listings for fed judges who wait to accept until spring. The list is short but there are some. There is also a long list of judges who did not post anything on OSCAR and I bet there's a shot with them, especially in the smaller towns. It would only take some phone calls to chambers after you narrow down a list.
I have also heard through the grapevine that more fed mag judges post in the spring. It would be a great experience, even though lots of students for some reason are wary of mag court. Lots of research and writing. And, yes, another shot at DOJ AG Honors in September 2009.

On Monday I got an offer from EOUSA. This week I also received a rejection letter (snail mail) from a USAO field office. I also interviewed with Civil-Torts but have not heard from them. My Avue status still reads "Selected as Finalist" and my references have not been contacted.
I know that my "finalist" status update was not originally posted by EOUSA. I kind of doubt that it was posted by the USAO office, so that leaves Civil-Torts. It does seem like it is standard practice for components to hold offers open for at least 14 days. My guess is that Torts listed me as a finalist but did not select me for a first-round offer.

Whoever posted about the economy is right- I think the competition for private sector jobs has probably made this process more difficult for all of us.
I had an EOIR clerkship and was applying for after a 2-year state sup. ct clerkship, so they definitely consider state ct clerks. (But as I said before, 3 interviews and no offer w/ finalist status review in March.)
My state still has intermediate court of appeals clerkships open, so maybe it is the same in other states and not too late. I was advised that writing experience is key if I wanted to return, so I would definitely do appellate.
My impression from agencies I have talked to is that any kind of federal clerkship is better than any state clerkship, so if mag judges are hiring then that is good.
Also, keep checking USA jobs; some components seem to be accepting newer attorneys. Though I think a lot may require bar membership.
If you want to do something like ICE or AUSA, prosecution is probably the way to go. (I know that this is true for ICE- it seems like people were either former EOIR clerks or prosecutors).
I know that DOJ loves externships w/judges too so if you are a law student and haven't done one yet maybe you could do one in spring.
Good luck! We should try to remember that just by getting the interview we beat out 75-90% of applicants, so we are all well qualified. (Of course THAT doesn't pay the bills, but we're gonna need strong egos to keep applying in this economy.)
