Nowadays, Spain is run by incompetent and extremely corrupt rightwing successors of Franco's party (basically a big-tent party that takes everything from center-right to neo-fascist) who are destroying free speech to a degree that would seem comical in other European countries (passing Franco-era laws word for words, throwing people in jail for years for insulting tweets, banning protests wholesale, etc). They've had whole regional governments (e.g. in Valencia) indicted for accepting bribes, but show no compunction whatsoever. Their leader, Rajoy, is a complete nothing, a politician without convictions or charisma, who essentially refuses to answer questions in public.

Catalonia by itself would have completely different politics, rather like if Canada were a state in Trump's America.

Catalan politicians, themselves fairly corrupt, foment all these things to distract attention from their own failings, and also spread the idea that Catalonia is subsidizing the rest of Spain. In reality, this is not true, since it received a net plus from the federal government, but it is a powerful narrative, since Catalonia is the third-richest region in Spain, after the Basque Country and Madrid, and Andalusia and Extremadura are quite poor, like Southern Italy.

Independence has historically not been that popular, as compared to in the Basque Country, but the heavy-handedness of Madrid in dealing with the issue over the years has increased support greatly, since in the end it's an emotional, rather than pragmatic move.
