If you're not part of the USA but you're subject to are jurisdiction, doesn't that just mean you're like Cuba or Guam? Isn't that why we gave citizenship to people born in Panama?

American Samoans are us nationals it citizens
Military bases are just going to be based on citizenship of parent. I suppose you could have a weird hypo where you have non citizen in US army who gives birth on foreign base, kid could potentially be stateless
