She's mentioned applying to Gtown, UChicago and some programs in the UK. Regardless, it depends on what branch of philosophy your friend is interested in...different schools have different strengths, so it's difficult to say that one school is "the best" when it comes to philosophy. NYU, Princeton, Harvard, and Rutger are all very strong schools for most areas of phil.
