Subject: Public Policy PhDs for JDs

I'm trying to figure out if I have a shot at getting into a PhD program in public policy. My undergraduate degree is in science/math from a top school (GPA=3.2), and I'm about to get a JD from a top tier law school(GPA=3.5). Should I even bother applying to PhD programs, or should I get a MPP first?

what range of schools and whats your focus? the MPP would be a lot more debt, but some of the top schools require one in order to get a phd in straight pub pol
