are nyu grad programs so competitive?

I am not talking about law school -- just some random MA program (1 year). I know a guy who is like the top 10% of his class in college (but it's some "shitty' schools) but could not manage to sneak in NYU ...
I am talking about programs that do not require GRE scores .... I was so surprised.

Most NYU MA programs admit between 18 - 40%, depending on the program. I attended NYU for undergrad. I don't know of many 1 year MA programs there. Most are 2 year, 32 - 40 credits.
I took one grad class at NYU Gallatin my senior year. There were 8 of us in the class. They were from a variety of undergrads. One from Harvard, three from NYU, one UCLA, one Univ Colorado Boulder, one from Univ Wisc Madison and I was the lone NYU undergrad. That program admits about 35% of applicants. Other NYU MA programs like the MA in Econ admit as little at 22%. But both of those programs are 2 year programs.
The artsy programs usually don't require the GRE, while the more math based do.
