2.75 at top 20 liberal arts college but I've been out of school for 9+ years (hoping that will make for my horrible GPA)
Took 2 classes at Fletcher this summer and got A- on both (will get recs from the 2 Fletcher profs that taught these classes)
GRE practice scores: verbal 600+ and math 500+.
Any hope at Fletcher or KSG?

What can I do to improve my chances for this year?
If not this year, then what can I do to get in the year after?
I'm planning on taking summer classes at Fletcher again next summer and planning on getting A's again to offset my horrible GPA.

9 years out your undergrad gpa means very little if you have any work experience work speaking of.
What have you been doing for the past 9 years? If it's involved working overseas, becoming fluent in one or more languages, working on substantive policy issues related to what you want to study you should be ok with excellent recommendations and some kind of explanation for why you were bad at school in a previous decade.
If you've been working at McDonalds, not so much.
