Hi guys,

I am applying to MPP programs this year, coming from a background in finance. One of my schools is HKS and one of the essay topics is: "Analyze a public policy or public management problem and propose recommendations". I figured it was just supposed to be an analytical/persuasive essay, but I've been browsing online and I see that this is what is taught in "Intro to policy" courses - how to write policy briefs and evaluate courses of action. Is this what Harvard expects - a formal brief, citing stats and sources? It seems odd to ask this of a group of applicants, many of whom don't have any formal background in policy...and it also seems like if this is what they wanted they would say that more explicitly..but I'm confused.

Can anyone help me out?

Pitt has applicants do something similar "Analyze a current international problem in an essay" with almost no explanation whatsoever. So I called to ask what they actually wanted, and they said that this is where they see how your brain works, really. You do with it what you think is best, and how you handle it shows how you would handle their assignments. I would call them specifically to ask if there is anything specific. Mine did not even say if one should use outside sources, so I called and they said "whatever suits you best, just make sure to cite if you do!" It's a test for you to show how you handle it. But i would call them..
