depends. conventional knowledge used to be that contacting profs was an essential part of the process (assuming you're talking about phd programs). the last few years, though, things seem to have moved in a different direction. i don't believe that it can ever hurt you, but it does not help as much as it used to.

concisely demonstrate that you know that you're talking about, ask some questions that only that prof can know, but /dont/ act like you want them to get you funding or to help you get accepted
