No, there isn't a fixed supply of jobs IN THE LONG TERM. There is, however, a fixed supply of jobs and job candidates at ANY GIVEN TIME.
This is an area of much academic debate, but the evidence seems to favor that notion that certain *groups* of applicants are favored/at a disadvantage based on the specific factors/vectors acting at a single point in the economic cycle.
