You might be the unlucky dude who gets mugged, it happens, but highly highly unlikely. I don't want to speak for all of CC because there are probably a few spots here and there an out of towner might want to avoid walking around at midnight on a weeknight (parts of east market, for example), but generally vine to south between the rivers is very safe and spring garden to washington ave is as well except with a few more dead spots.
