Why are women allowed to wear makeup at work? Serious Q.

Even ambiguous, wrt to sexuality, statements such as "You look nice today", let alone "Would you like to have lunch with me?" can be a punishable offence because they could possibly be interpreted to have some sexual connotations.
Makeup, except for burn victims and other medical cases, is designed to enhance female sexual attractiveness.
So let's just take two steps away from the circus to gain a better perspective on it. Why are women allowed to enhance their sexual attractiveness in the environment where men are punished for not pretending women are devoid of any sexual attractiveness?
Who were the sick perverted assholes that set this system up?
