So I've been lucky enough to make some great progress. But my upper arm circumference is still only about 14.5 inches. Is this normal?

You need to up the volume (and probably go down on weight). Also, I assume your doing bi and tri workouts.

Edit: Also impressive strength jump. I thought you were doing fewer reps at 225.

I eat roughly 200 grams of protein per day. Little to no sugar or other shitcarbs. At least 10 servings of fruits and vegetables per day. Maybe 11% body fat.

I don't run, but I do walk about an hour a day, to relax as well as for exercise.

But I think your goals are misguided. I don’t know what in your mind “big arms” are. At one point I benched 365 and did preacher curls with 45’s but no one would have been impressed with the shape of my biceps; I just don’t have the genetics. But I was strong as fuck and I never measured the size of my arms. Your goals should be to bench 3 plates. The size will come as you add strength.

Weight has been pretty consistent at a little over 200. In all fairness I did lots of push ups, sometimes a fee hundred a day, before I started lifting, but obviously that's not as good for building muscle.

Upper arm circumference was probably around 13 inches when I started. I've also gotten much better definition. But it's definition of small arms.
