Why would I put the pw to a pw-protected doc in the same email as the doc?

This bank lady said their policy prevents them from accessing our secure system so can I sent it to her via a pw protected pdf?
So I figure out how to do that and send it to her and then I tell the receptionist to call the lady and tell her the pw.
The receptionist says a title company we use just puts the pw in the same email as the doc which sounds pretty stupid to me. |
