China views space as our Achilles' heel and is rapidly developing space capabilities along with Russia. The Air Force has moved slowly on space, partially because it is run by pilots who are focused on their traditional missions, and partly because our space assets/personnel are spread across a number of service branches and civilians agencies. A Space Force would combine all of our (defense) space assets under one organization that would be totally focused on the domain.

Another major factor is space is projected to become a trillion dollar industry and the space force would be a way of promoting the development of our space capabilities similar to the role DARPA and the broader Defense Department played in the development of our modern IT industry and the Internet.

Weirdly enough this plan actually had a constituency in Congress just months ago, and the Trump Administration rejected it (https://www.defensenews.com/space/2018/02/28/2021-a-space-odyssey-space-corps-could-launch-in-three-to-five-years-key-lawmaker-says/), quote, "arguing it would add unneeded bureaucracy". Now they endorse a solution that creates even MORE bureaucracy, but is otherwise pretty similar. Odd case.

In my view, probably no need to duplicate all of the bureaucracy with a separate service secretary, stand up a separate academy, etc. Providing an independent ladder/promotion-track for the officers (not dominated by fighter pilots) and a seat at the Joint Chiefs, along with independent budget line-items, would be enough, and a Space Corps would do that. Use naval rather than land ranks to emphasize the independence, just as the Marine Corps does in reverse from the Navy.

Still, space has been an under-resourced domain for quite some time, and anything that rectifies that is progress.

I do get the prisoners dilemma situation (everyone would be better off not spending on space, but everyone ends up spending because you can’t cede space). If Russia, China and the us were countries companies, they’d just merge and avoid this shit. But since the Westphalian system is still going (for now) we really should just try to strike a treaty with russia and China that says none of us wastes money on a space force and will share the cost of space exploration.
