People in Russia are tortured all the time. By prison guards, police officers, investigators, FSB agents, and others. They’re beaten with fists, clubs, bottles of water, kicked, handcuffed, tied up, electrocuted, suffocated, strangled, gassed, and waterboarded. They’re starved, deafened, and forced to shit themselves. But it’s impossible to say how many people are tortured in Russia — there are no reliable statistics here. Victims are afraid to come forward, and the authorities often refuse to open criminal investigations, even when people speak up. Meduza as compiled a list of all reported torture cases in Russia this year, relying on information published by journalists and human rights organizations. The list is incomplete, of course, but the several dozen cases we found should help readers grasp the scale of the problem.

According to reports by journalists and human rights activists, more than 50 people have been tortured in Russia’s prison system, so far this year, leading to the deaths of six people. At least 15 victims were electrocuted, and a dozen were suffocated or strangled. The most common culprits have been police officers and prison guards, but many of the most shocking cases have involved agents in the Federal Security Service.

Markin’s lawyers asked the judge to order a psychological examination to determine their client’s attitudes about the church and religion at the time he committed the “crime,” when he was just 16 years old. This evidence, the attorneys say, will prove that he intended no act of extremism.

The state prosecutor protested against the lawyers’ request, and asked Markin a series of questions about his worldview. “She asked me if I go to church, what I think about church, and if I’d like to go there, sit down, finish praying, and seek penance,” Markin told Meduza. “To sit down! In a Russian Orthodox church! I guess she’s a Catholic.” Despite the prosecutor’s objections, the judge agreed to order a psychological evaluation, scheduling the next hearing for October 15.

Not long after Markin’s hearing, another trial got underway at Barnaul’s Industrial District Court, where 23-year-old Maria Motuznaya is accused of inciting extremism by sharing several pictures on Vkontakte. Markin showed up outside the courthouse in a display of support, but he deliberately kept his distance, saying he didn’t want to learn any details about the case and risk being named as a witness. The police reports against Markin and Motuznaya were both filed by the same two law students from a local branch of the Russian Presidential Academy of National Economy and Public Administration. Neither Markin nor Motuznaya had ever heard of their accusers before their trials.

Federal Security Service agents showed up at Artem Lyubimov’s home on Friday with a warrant to search the premises. The Volokolamsk businessman says the raid is retaliation for his role as one of the leaders of a protest movement against the “Yadrovo” landfill, which locals say is responsible for an “ecological catastrophe.” A day earlier, officials charged Lyubimov with failing to report his dual citizenship to the Russian authorities. He says the FSB fabricated documents indicating that he has U.S. citizenship. If convicted, Lyubimov faces a fine of up to 200,000 rubles (almost $3,000) or up to 400 hours of community service.

Somewhere behind the sorry-looking compound walls of Remand Prison no. 6, an hour's drive south of St Petersburg, sits a 23-year-old fresh-faced computer programmer called Viktor Filinkov.

On a recent visit by officers from Russia's domestic intelligence agency, the FSB, Mr Filinkov said he was asked in words far cruder than this whether he'd been raped yet.

According to his lawyer, Vitaly Cherkasov, the FSB officer in question "was trying to convince my client that if he hadn't been raped it would definitely happen soon" and was delighted at the prospect.

Mr Filinkov says the officer was the same man who had tortured him in the back of a van long into the early hours of the night of his arrest in January.

"He was to repeat words, names and phrases after the officers and when he failed he was tortured with electric shocks again and again until he repeated exactly what those people wanted from him", Mr Cherkasov said.

The names Mr Filinkov was told to repeat were of a group of men from the small south-western city of Penza.

They were all known as anarchists or anti-fascists.

Six had been arrested a couple of months before, accused of belonging to a left-wing terror cell called "Network" which the FSB claims had branches in Penza, St Petersburg, Moscow and Belarus.

The FSB say "Network" was planning to stage terror attacks during the presidential election and World Cup, in an attempt to overthrow the government.

Some of those six say they were tortured, beaten and electrocuted by agents of the FSB.

They claim they were forced into making confessions and that weapons and explosives were placed in their cars. Like Mr Filinkov, they deny any charge of preparing acts of terror.

Mr Filinkov met his wife Aleksandra through anti-fascist circles. He was at Pulkovo airport in St Petersburg en route to visit her in Kiev, Ukraine when he was detained.

Aleksandra is convinced that Mr Filinkov and the others made for easy targets.

"It is a usual thing that there are mass political cleansings of opposition activists before large events", she says.

"This time the anti-fascists and anarchists got caught in the crossfire."

Human rights campaigners agree.

Aleksandra Krylenkova, from the civil rights group Memorial, said: "The FSB need to show their effectiveness and how good they are at preventing terrorist acts.

"In order to do that they need people who first of all won't be protected by anyone, whose innocence will be doubted, and who have previously been on police or FSB lists."

Ilya Kapustin was the one who got away.

He too is a self-described anti-fascist, though like Aleksandra he is not altogether clear on what that means for him.

Both are adamant it does not mean violence. He's also seeking asylum in Helsinki.

Mr Kapustin was one of three men, Mr Filinkov included, who were detained in St Petersburg this year.

He still has marks on his stomach four months later from what he says were electric shocks administered through torture.

He thinks he was released without charge because he refused to make any kind of confession.

He speaks haltingly, deliberating over every word. It's not clear whether he's hesitant because he's scared of implicating himself further or because he's reliving what happened.

"Every single question was followed by an electric shock to my stomach, my hip and my groin area," he says.

"Some of the questions were asked again and again, five or 10 times.

"I felt every bit of my body had severe convulsions. It all lasted for approximately three hours until finally they threatened to break my legs and to throw me out of the minibus into the woods to freeze to death."

Russia's investigative committee which is supposed to be concerned with such matters has dismissed his case.

They say they can't be sure the marks he'd photographed from immediately after the alleged torture aren't insect bites and have refused to open a criminal inquiry.

"If you look back for any information about an FSB officer who was arraigned on criminal charge for tortures or abuses over the last 20 years, you won't find a single one," Mr Cherkasov says.

He had hoped during the Dmitry Medvedev presidency, which ushered in increased scrutiny and prosecutions of cases of police torture, that things would improve.

"But then Putin came back to power," he says.

"There was a reshuffle and things got worse. We can see it has become extremely hard to initiate a criminal case against a police officer and impossible to do so against an FSB officer - they are seemingly untouchable."

Mr Cherkasov says he will try and take Mr Filinkov's case to the European Court of Human Rights if his conviction of plotting to launch terrorist acts is upheld.

I ask Memorial's Aleksandra Krylenkova whether as a human rights campaigner in Russia she feels she is fighting a losing battle.

"When we come home in the evening we are not sure if we are being watched or going to be detained," she says.

"But the more danger there is, the more active people become. They are ready to protect their rights and I can see a positive change in that."

A court in Moscow has sentenced the man who beat Nikolai Lyaskin over the head with a metal pipe to 11 months of community service. In September 2017, Alexey Shcherbakov attacked Lyaskin, who was then serving as Alexey Navalny’s campaign chief in Moscow.

Police first classified it as an act of hooliganism, but later downgraded the charges to battery. Lyaskin wants Shcherbakov convicted on felony charges and says he plans to challenge Friday’s ruling. In court, Shcherbakov claimed that Lyaskin paid him to stage the attack as a publicity stunt. Lyaskin sustained a concussion in the beating.

A Moscow blogger found her way inside an abandoned police station and migration service building, where she found mountains of old passports.

On August 16, blogger Lana Sator, a self-described “urbex [urban exploration] tourist” published photographs from an abandoned building on Bolshaya Cheremushkinskaya Street, which once housed a police station and office of the (now dissolved) Federal Migration Service. Sator says she crawled into the two-story building through an open window. The building was unguarded and the gate in the fence surrounding the site was unlocked.

“Observing the protections on personal data with all their hearts!” Sator wrote sarcastically on social media. “There are cubic meters of documents abandoned in this building: applications with copies of various certificates, boxes with Muscovites’ IDs and passports, criminal and misdemeanor case files, juvenile delinquents’ records, officers’ personnel files, and more.”

An elderly Russian woman faces misdemeanor charges for encouraging neighbors to meet with journalists

A 63-year-old woman outside Nizhny Tagil faces misdemeanor charges for allegedly organizing an unpermitted public assembly because she urged her neighbors to meet with a visiting television news crew.

Irina Kutsenok says she appealed to journalists after her town had gone without hot water for two months. When she learned that a film crew from Vesti Ural would come on August 1, she posted signs in the lobbies of apartment complexes throughout the town, urging residents to gather for a meeting with the reporters. Afterwards, Kutsenok says a top local official named Marina Selskaya filed a police report against her, accusing her of staging an illegal demonstration.

Kutsenok’s hearing is scheduled for August 30. If convicted, she faces a fine of up to 30,000 rubles ($440), fifty hours of community service, or 10 days in jail.

Russian police press charges against an environmentalist in Kazan for disguising a protest as an outdoor yoga class

Police in Kazan have charged a local environmentalist with the misdemeanor offense for staging an unpermitted protest disguised as an outdoor yoga session. On August 17, Vera Kerpel led a small crowd gathered in the public square outside the building that houses the Tatarstan Government. The participants wore matching shirts stamped with slogans against the planned construction of a new trash incineration plant.

The next “public exercise” was scheduled for August 24, but police summoned Kerpel and informed her of the administrative charges against her. She reportedly refused to go to court for her arraignment, saying she felt unwell, and her hearing was moved to next week.

Pussy riot member Pyotr Verzilov regains consciousness. He's been hospitalized for three days and friends fear he was poisoned.

Pyotr Verzilov, a member of Pussy Riot and one of the publishers of the independent news website Mediazona, was hospitalized in critical condition late on September 11. His partner, Veronika Nikulshina, told Meduza that he’s started losing his sight, speech, and mobility.

Pyotr Verzilov is currently receiving treatment at the toxicology wing of Moscow’s Bakhrushin City Clinical Hospital. Verzilov’s friends told Meduza that his mother came to the hospital on the evening of September 12, but staff wouldn’t let her see her son, and even refused to describe his condition or inform her about his preliminary diagnosis. “[At the hospital] they said they don’t have the right to disclose any information… They sent her away and were rude. They said they can’t admit her. They kept pointing at this sheet of paper, saying that they can’t disclose [any information] until the patient signs a release himself, but he’s unconscious,” Verzilov’s friend told Meduza.

According to Nikulshina, Verzilov started feeling unwell shortly after a court hearing on Tuesday. At six in the evening, he laid down to rest. Two hours later, when Nikulshina got home, Verzilov “woke up and said he was starting to lose his sight.” “Between eight and ten, his condition got exponentially worse. First it was his vision, then his ability to speak, and then his ability to walk,” she told Meduza.

“When the paramedics arrived, he answered all their questions, saying, ‘No, I didn’t eat anything. No, I didn’t take anything.’ He was getting worse even faster, and then he started convulsing. On the way [to the hospital], in the ambulance, he was already babbling. [...] He fell into such a half-asleep, half-unconscious state that he stopped responding to me and didn’t even recognize me anymore,” Veronika Nikulshina told Meduza.

Nikulshina says the doctors’ original analysis “didn’t turn up anything bad,” but around 1 a.m. they suddenly moved Verzilov to the hospital’s toxicology wing. Staff refused to tell her if he’d been diagnosed with “poisoning,” explaining that her status as his common-law wife “doesn’t entitle her to any rights.” “The doctor only said that his condition was serious, but his behavior was improving and he’d started responding to his own name,” Nikulshina said.

Pyotr Verzilov became a public figure in Russia in the late 2000s as a member of the “Voina” artist-activist group, where he performed demonstrations with his then wife, Nadezhda Tolokonnikova. In 2012, Tolokonnikova, Maria Alyokhina, and Yekaterina Samutsevich became international celebrities when they were tried and convicted of “premeditated hooliganism performed by an organized group of people motivated by religious hatred or hostility.” During the trial, Verzilov presented himself as Pussy Riot’s “producer.” In this role, he helped generate global media attention for the group, recruiting dozens of world-famous musicians to pledge their support for Pussy Riot. In 2014, Tolokonnikova and Alyokhina established the news website Mediazona, which conducts often daring reporting on Russia's criminal justice system, with Verzilov as its publisher.

A former officer in one of Russia’s intelligence agencies told the independent television network Dozhd that he survived an attempted poisoning in August 2018. The man, who only agreed to speak on the condition of anonymity, suspects that he was targeted because he was investigating the activities of various private military companies.

The officer says he started investigating information about mercenary casualties after one of his close friends died in eastern Ukraine. Afterwards, he began to receive threats and then in August someone attacked him in the elevator at his apartment building. As the doors were closing, someone sprayed an odorless gas into the elevator compartment. The officer says he believes it was a nerve agent.

The man says he administered himself an “antidote” and then went to the hospital, where he spent the next three days. Doctors reportedly treated him for organophosphorus poisoning, noting that exposure to psychotropic substances could have produced similar symptoms. Without any witnesses or traces of the gas, the police have refused to open a criminal investigation.

Dozhd reports that Mediazona publisher and Pussy Riot member Pyotr Verzilov was hospitalized on September 11 with similar symptoms. Doctors in Germany later determined that he was likely poisoned. Verzilov himself says he believes he was poisoned by a Russian intelligence agency. The activist had planned to accompany three documentary filmmakers to the Central African Republic in July to capture evidence of Russian mercenary activities in the country. After the murder of those three men, Verzilov launched an independent investigation into their deaths and was reportedly expecting preliminary results just before he became ill.

Ural teens rape and torture disabled kid with soldering iron while chanting "A.U.E."

The footage of the torture was uploaded online.

Khanty-Mansi Autonomous Okrug is conducting an investigation into video clips on the VKontakte social network. The videos show two teenagers being tortured in Khanty-Mansiysk. One of the victims reportedly has a disability.

URA.ru reported that the teenagers were tortured by their peers. According to a law enforcement source of the portal, two kids broke into a garage, allegedly to steal something, but were caught by the owner's son. Instead of calling the police, the teenager and his friends thought they would teach the burglars a lesson.

Judging by the video, one of the boys was tortured with a soldering iron while the attackers were chanting "A.U.E." (the letters stand for the Russian vague organization of criminal bands, mainly consisting of children and often indirectly ruled by adult criminals). The second victim was raped with a wrench and forced to perform oral sex. The torturers were filming everything on a cell phone camera.

On October 26, Moscow’s Tverskoy District Court fined the independent magazine The New Times and its chief editor, Evgeniya Albats, 22 million rubles ($335,000) for failing to report the outlet’s funding in a timely manner to federal media regulators. Albats and her lawyer, Vadim Prokhorov, argue that the statute of limitations had already expired in the misdemeanor case, saying that the authorities only decided to pursue the charges seriously after October 22, when Albats hosted anti-corruption activist and opposition politician Alexey Navalny on her radio show.

Earlier this week, police arrested Ivan Zhdanov, the lawyer for Alexey Navalny’s Anti-Corruption Foundation, and on October 26 a court fined him 250,000 rubles ($3,800) for organizing nationwide political protests on September 9 (many of them unpermitted) against the government’s plans to raise the retirement age. Zhdanov managed this feat despite being outside the country on September 9. Officials say his appearance on a live-streaming YouTube channel qualifies as illegal incitement.

According to Leonid Volkov, Navalny’s chief of staff, Russia’s justice system cannot legally prosecute people for misdemeanors committed abroad, comparing it to arresting someone in Moscow for jaywalking in Rome.
