The good news is that poor performance by itself, without intentional or reckless misconduct, doesn’t disqualify you from unemployment benefits.

But, part of the employment contract probably says that you'll agree to follow PIPs and will not fail to sign them. Kind of like how not signing a traffic ticket can result in your arrest, not signing a PIP can probably get you fired for cause.
