how much revenue is lost at self-serve restaurants when patrons ask for a "cup of water" then fill it with a beverage of their choice? it's likely in the billions per year. instead of relying on the honor system, what if restaurants could have a system that actually verifies if a patron purchased a beverage?
I'm thinking of a small QR code or chip on a cup that will authenticate a patron as a legit beverage purchaser, then allow them to fill their fountain drink. no QR code, no beverage.
stupid idea?

lets say one chipotle has 10 patrons per day that do the water cup trick. a medium drink there is like $2, so that's $20 / day in revenue they're losing. that's pretty conservative imo.
if you multiply that over 5000 chipotles that's $100,000 / day in lost revenue, $36 million annually.
are my calculations off an if so, where?

I already tried to move into this space, brother. Trust me: it doesn't reward creative genius.
My business idea was called DrinkReview. Basically, whenever a customer bought a soda, they were given a 6 digit code to input into a DrinkReview app that they could download to their phone (free for the version with ads; $4.99 a month for the ad-free version). At the soda fountain, the customer would input their code into an electronic numberpad and then scan their phone on the reader (this way, the customer needs both code AND phone; if only one is stolen/hacked, it's no loss for the restaurant). Once the fountain gets both the expected code and the expected phone signal, it will unlock one of its soda options for the maximum allowance of a single cup-ful. I invested $95K of my own money into this idea, plus some money from friends and family, and I had a full prototype (for the app at least) plus a team of sales people ready to go, but every restaurant I spoke with said no. Maybe they don't trust technology, which is why I'm working on my next idea, Drink Notary, which would allow for an actual person to be on-site to notarize drink orders. Still in development.

i've been saying this for months, xoxo 2018 is probably 20 iq points below xoxo 2006.
actual result is going to be the extra costs of RFID chips and scanners (incremental billions) versus very little incremental revenue. scammers obviously are not going to convert at a 100% rate for overpriced 90% margin soft drinks. They'll simply stop coming or actually drink water.
You can do the same OP argument for homeless people.
"omg soup kitchens are so stupid why are they giving away free food, if they charged $5 bucks per meal and they feed 100,000 homeless people 3 meals a day for 365 days, that's $547.5mm a year in revenue from homeless people".
