1) Difficulty and cost of acquiring right-of-way. It is insanely expensive. 2) Numerous and litigious stakeholders. Building anything that impacts extremely wealthy people, Native American land etc. is a nightmare. 3) Corrupt political environment. Around 25% of ANY infrastructure project in SoCal has to go to minority businesses. Often politically connected minority businesses. 4) Onerous environmental approval process. Every project has to go through a NEPA compliance process on top of an even more demanding CEQA process.
They are actually successfully building a lot of great stuff in SoCal, it is just way more expensive and time consuming than it should be. |
