West Coast - LA/SF/SD/SEA etc all have earthquake problem
Midwest/texas - Tornado, hurricane for houston
South East/North East/East Coast/FL - Hurricanes, snow storms
Phoenix/vegas - heat and drought which can be easily managed using modern technology. no snow storm, tornadoes, hurricane, earthquakes
runner up: mountain west (denver, boise etc but they also have an issue with snow storms etc)

Large Great lakes cities (Chicago, Cleveland, Milwaukee) are basically risk-free in terms of disaster.
Tornadoes usually die out with lake breeze interactions. The far flung suburbs might get an occasional tornado every decade or so.
No other natural risks to speak - no dangerous animals, no natural disasters, etc.
