I think that basically what it takes is having some relatively serious shit in your past, lying about it on your application, and then having it found out. Or having some really, REALLY serious shit in your past and telling the truth about it.

I think academic dishonesty may do it, too, depending on how serious it was and how contrite you are about it.

I think it probably depends on why.

Like if you fail because you have 3 drug convictions in the past two years, they might let you apply again if you go to rehab and stay clean for a year.

But if you are Jeff Skilling or something, there is really no point in reapplying.

I mean, I think dishonesty is harder to "put behind you" then being crazy or drunk or guilty of a crime not involving dishonest. But I don't know specfically what this person should do.

My guess is that you'd have to do something like fall on the sword and apologetically acknowledge it, and then reapply in 3 or 4 years with a contrite letter talking about how you've learned a lesson. But who knows. My sense is that if the bar thinks you lied on your application, it is without exaggeration worse than being convicted of a serious felony.

Usually you need to wait a year or more to have any chance though. Often the committee looks favorably on PC volunteer work during that period.

I failed character and fitness and was fired from my firm because once, in 1996, I was filing out a marketing survey and indicated that my favorite candy was "Baby Ruth." This was not true. I much preferred gummi bears. But there was a cute girl sitting next to me at the mall and I didn't want her to know I liked gummi bears. It seemed gay.

Anyway, I disclosed this on my application at the advice of my law schools dean and was denied admission to the bar and fired. Now I'm the assistant undersecretary of the Department of Defense.

It will look bad. Very bad. About the only way to salvage it is if you were convicted of something bad (like, say, robbery) and disclosed that, but forgot to disclose the two arrests--and they were for something minor, like pot possession. In that case, the adcomm is likely to see itself as not being deceived, since you disclosed something a lot worse than what you didn't disclose. They'll tell the C&F people that, and the C&F people will accordingly look at the matter much less seriously. But otherwise, it will not go over well.
