It’s very rare that they can submit more than 40 per week - this blows up corporate budgets. Developers have to support late night software releases and 24/7 production support. If a contractor goes over 40 hours, their manager will likely tell them to take comp time. But this is a joke. If they actually take anything close to actual comp hours off, they will fall behind quickly and then be managed out as a low achiever. Other H1Bs will work the extra hours without complaint and so it’s a race to the bottom. And so, most H1Bs consistently work 50-60 hours a week or more but only charge 40 hours on their timesheets.
