tactical nukes are low yield and are not intended to be decisive in a conflict. You couldn't use tactical nukes to wipe out population centers. To kill more than a few hundred people you'd have to drop one on a densely crowded mall or airport or something.
Strategic nukes are meant to make a country uninhabitable. In 1945, the shock-and-awe effect was enough to make Japan capitulate, but after the Soviets got the bomb we reasoned that that they would never surrender just because they got nuked. They would just eat the nukes and never surrender. So strategic nukes got bigger and bigger, the idea being that we'd just glass the place and destroy everything.
