so if there was a group of 20 or so people who were texting with Tyler and if they knew about the plan to shoot [edit: Kirk], what else is necessary for a conspiracy charge? some overt act?
suppose that a few of them tweeted out predictions of something bad that was about to happen. that's not an overt act in furtherance of the conspiracy, is it?

For conspiracy against civil rights, you don't need an overt act, but you do need the defendant (a) to have "agreed with another to" deprive the victim of his civil rights and (b) to have "intended to" hinder the excercise of the right. It's hard to see how passively being on a text chain and tweeting a prediction meets those elements.
For the more general federal conspiracy statute, you explicitly do need an overt act in the 10th circuit, so you'd be even further under OP's hypo.
2.16 CONSPIRACY TO DEPRIVE PERSON OF CIVIL
RIGHTS 18 U.S.C. § 241
The defendant is charged in count ————— with a violation
of 18 U.S.C. section 241.
This law makes it a crime for two or more persons to conspire
to [injure] [oppress] [threaten] [intimidate] someone in the free

By the text of the statute, proof of an overt act is a required element in
conspiracies charged under 18 U.S.C. § 371. United States v. Martinez-Cruz,
836 F.3d 1305, 1313 n.6 (10th Cir. 2016) (quoting text of § 371 that requires
overt act). But proof of an overt act is not required in 21 U.S.C. § 846
conspiracies. United States v. Shabani, 513 U.S. 10,
13 (1994).
