To some extent I think Trump's hands are tied because Congress will not pass a law to do this. The amount of pressure put on congressmen by "big meat" (protein processors) alone would nuke it.

They are almost always victims of fraud. The grifters aren't using fake id's any more, that's a dead concept in the digital era. They're using an actual ID that belongs to somebody else. Under the IRCA, employers aren't allowed to ask follow up questions if it's a genuine document (it is) and it kind of looks like the guy (it is, they're obviously not stupid enough to use an ID that belongs to somebody totally different). Employers would love there to be stricter screening, but the government doesn't really facilitate this and it also bans the employers from doing it themselves. One great reform would be to alert employers if an employee of their has their SSN/ARN used at multiple jobs-- if the same SSN pops up at six places in one month, then everybody using it is either a victim or perpetrator of identity fraud. But they don't do this.

ICE is a good start, but we need massive policy reform to drive out the invaders.
