So in May 1978, China started getting pushy with Vietnam. It made an announcement that any "Chinese" people living in Vietnam who felt victimized by the Vietnamese government would be given visas and passports if they wanted to enter China. They also said they would send two ships to South Vietnam to pick up any Chinese who wanted to GTFO.

The Vietnamese government was crafty about this. It said it was extending China's offer to anyone claiming any sort of Chinese ancestry at all, even if it was 600 years ago, effectively opening registration to like 1.2 million people. Then they invited a Chinese delegation to Saigon to take applications that summer, and on the first day they got 30,000 applications.

At the end of the summer, Vietnam told the Chinese delegation to go home, and never let anyone get on a ship. Instead, the Vietnamese government set up its own "Rust Bucket Tours." It built ramshackle boats, and everyone who signed up to go to China was told they could buy seats on these Vietnamese boats for a fucking fortune. It was either that or get sent to a collective, or worse. All those "boat people" were chinese Viets who were rich enough to afford a seat on a boat. 40-50k sank at sea.
