Julian Ferrat, 35, who holds office in the industrial city of Mannheim as part of the liberal Die Mannheimer party, wants to see the city transformed into a haven for indiscriminate group sex.
Ferrat, who has been known to frequent nudist resorts and pose for bizarre photoshoots while barely covered, unveiled the X-rated scheme at a recent meeting of the governing body, which is ruled by the conservative Christian Democratic Union.
“Group sex with city council members would be the ultimate in closeness with the citizens,” he said, noting there are no laws on the books prohibiting swingers’ parties at city hall.
He claims his unorthodox proposal has already garnered some interest from some 50 open-minded locals, but he must first overcome the formidable challenge of securing a permit from the city council.
“At the moment, the focus is on determining which of the citizens who contacted me are seriously interested,” he told the Telegraph.
“Some of the 50 people who contacted me are part of the local swingers community, so they are ‘legit’. Some are people I don’t know yet … This week, I will start meeting the ‘unknown’ people in person,” he said.
Ferrat said the first part of his two-pronged goal was to destigmatize swinging culture, while the second is all about “promoting my vision of a nudist swinger paradise in Mannheim similar to Cap d’Agde,” a French nudist resort where he organized an educational trip last year with 28 participants, according to the Toronto Sun.
“The mixing of nudism and swinging is the reason why the nudist village in Cap d’Agde is doing very well compared to other nudist resorts. Nudist tourism is declining, but swinger tourism is increasing,” he explained.
His ultimate goal, however, is to market Mannheim as “Cap d’Agde’s little sister,” which he believes would generate “additional revenue for the city’s coffers, without burdening citizens in the form of tax increases or fee increases.”
Officials in Mannheim, however, told the outlet they have “serious doubts considering the admissibility and feasibility.”
Undeterred by these and other potential obstacles, Ferrat insisted, “My political swinger party will definitely take place.”
