In order to have an acceptable VR experience you need, at minimum:
1) a $2000k+ PC Tower
2) Living Space
most Gamers are Losers, and most Losers don't have these things. Nerds do, but they are much fewer than Losers. So there's no mass market to sell to atm.

I played Playstation VR a few years ago. ace combat 7 was really, really good in VR.
Any VR game is guaranteed to cause motion sickness after 15 minutes. The 20,000k people who are into VR just find a way to get used to it.

I have actually projectile vomited from VR and gotten I'll a bunch of times
Apparently you have to "get your VR legs" IIRC
Lately I play stationary sport shooting games like AcE VR and you don't get sick from that
