otoh, public policies have an enormous impact on the frequency and severity of fires in California. at long last even portions of the political left have recognized how awful California's fire policies have been for decades.

While it’s clearly not entirely Newsome’s or Bass’ fault, they are more at fault for the fires than anyone is for the Texas floods.
The Texas floods were a less-than-once-a-century event, and occurred in an area without significant development. The Palisades fires happen a couple times a decade, and they keep building more houses there. The state’s home insurance program incentivizes people to keep rebuilding. Plus the fire problems are exacerbated by the fire management policies that Newsome definitely does have say over.
The fires in California are far more comparable to Houston flooding, since it’s one of the most regularly flooded cities in America and they keep building the exact same houses back.
