The bureaus hit hardest by the cuts included Energy Resources; Democracy, Human Rights and Labor and Population; Refugees and Migration; Consular Affairs. So too were offices managing foreign assistance programs. The Bureau of Conflict and Stabilization Operations was also eliminated.
Ahead of the layoffs, Democratic members of the Senate Foreign Relations Committee called the move “illegal” even after the Supreme Court greenlit the cuts.
At a “clap out” for fired employees Friday afternoon, current State Department employees lined up outside the entrance to the Harry S. Truman building in Washington to salute their ex-colleagues. Employees, some in tears, trickled out of the building with boxes, tote bags and suitcases full of their office contents. One employee carried a sign saying “Diplomacy Matters. Facts Matter.”
Several women wearing black veils carried posters shaped like tombstones with the words “diplomacy,” “human rights” and “democracy” inscribed on them, as others toted signs calling Rubio a “fascist.” At one point, protesters chanted “Where is Marco?” in reference to the fact that the layoffs occured while the secretary was returning to Washington from a summit of Asian nations in Malaysia.

Because this year's cuts have a significant political component to them, which you rarely have in the private sector.
Also, it was clear soon after Trump's term started that the cuts were being done extremely haphazardly, and you ended up with federal employees receiving contradictory information on their employment future depending on who they spoke to. Also, there have been countless cases where people have been begged to return because it's a big shitshow. At my agency alone I know of several contracts that were terminated and then reinstated because some DOGE idiots fucked up.
It's a layoff that's been so mismanaged that it's often shocking.

As a career Foreign Service Officer since 2016, I have proudly represented the United States abroad. I've helped American businesses navigate foreign markets, monitored refugee assistance in South Sudan, rescued stranded Americans during crises, kept passport systems running, and tracked global threats from the State Department's 24/7 operations center. As part of the U.S. climate diplomacy team, I helped develop carbon crediting for renewable energy and led an effort to integrate AI and climate policy. Most recently, I served as the France and Monaco Desk Officer and this week began what should have been my next role in cybersecurity.
Yesterday, I received notice that I was being fired from the State Department. I've served in five countries, across four presidential administrations. I speak multiple languages and have nearly a decade of diplomatic experience. Through a last-minute regulatory change, hundreds of Foreign Service Officers were fired not for poor performance or lack of merit, but simply because of our past assignments. In my case, it's because I served in the Office of the Special Presidential Envoy for Climate.
I am disappointed at this news personally, and given the short-sighted way these terminations were carried out, dismayed at the larger implications for U.S. national security and interests. Although my diplomatic career has been cut short, I am honored to have had the privilege to serve the American people.
