Gonna venture a guess that conscription was generally regarded as a core state prerogative and function, including in places that had explicitly foresworn slavery (like Britain, or free states).

I admit it's not a bulletproof argument but certainly the ability to levy soldiers from the population for defense of the realm has existed in some form in just about every government I can think of and is generally considered a duty the men of a polity owe to the sovereign.
