Could be true, but the fact that JD Vance did that means (to me) that at a bare minimum, at some point he was like "Hey Donald our base really cares about this Epstein stuff a lot and I'm going to throw them some red meat on it and promise to release it, OK?" and Trump was like "Yeah yeah sure kid that sounds great" possibly while not paying attention.
Trump knew or should have known that this was a big issue for his base and it wasn't going to go away with the wave of a hand when the time came. Promises were made to the public by HIS people who unquestionably got HIS prior approval to make them -- so if he's now shocked by the blowback of squelching on those promises, that's 100% on him.
