The problem for tariff-haters is that Trump has backup statutes he can use. Some of them allow a president to impose tariffs in more limited, yet still powerful, contexts. In addition, Trump just has to say the word and Congress will pass that Ukraine War sanctions act which will allow him to impose whatever tariffs he sees fit on countries like China, India and Brasil which are buying Russian oil and other products.
I recall reading that the Chamber of Commerce decided against suing Trump because their counsel decided that they would win on the current statute Trump is using but likely lose on some more limited tariffs under other statutes.
