It is nys that's allowed to raise nyc taxes, he can just pull budget from cops to other losers, but cannot enact a new tax on the rich.. he also says Cuomo or Adam's would be more successful at actually yielding houses for the poor. The city council and mayor can pass legislation to change the property tax rate but the way the system is set up, any increase is going to hit people who own a condo or coop in the Bronx (it’s pretty regressive).
