In his Boomer mind, Israel likely reminds him of NYC…even in the nice parts, there are savages lurking around every corner who want to make trouble. Saudi/the Gulf has a more country club vibe, which he clearly prefers. He doesn’t drink nor does he do anything outwardly Christian so those taboos don’t affect him.
Also I think it’s an etiquette issue. The Arabs don’t want to be seen as a second destination after Israel. They want a visit of their own. Remember his first foreign trip in term 1 was to Saudi (that ridiculous sword thing). |
