Presumably these apps have some algorithms which are designed for the food to be delivered efficiently in terms of stops. It has to beat out each person driving back and forth to the restaurant for only their own order.

They're pretty motivated to keep their own fuel costs as low as possible, after all. This is a great use case for an electric car, because it piles on a lot of miles but is never that far from home base. So such a tax might discourage people from getting their meal delivered by somebody driving an electric, instead they'll just drive their F-150 to the restaurant and back.
