You can have a beer in the morning as long as you observe the one hour fast--though some TLM require 3 hour fasts--but you cannot be inebriated which is what drunkard is talking about doing at a bar at 7am because you are required to hold communion in "the highest honor" accept it "devoutly" and "worship[] it with the highest adoroation." You aren't treating it with the highest honor and highest adoration if you are slammed.
Canon law 898:
"Can. 898 The Christian faithful are to hold the Most Holy Eucharist in highest honor, taking an active part in the celebration of the most august sacrifice, receiving this sacrament most devoutly and frequently, and worshiping it with the highest adoration. In explaining the doctrine about this sacrament, pastors of souls are to teach the faithful diligently about this obligation."
The respect you have to show it carries down to the clothes you wear and way you carry yourself. CC at 1387. There is no chance that you can accept it with the highest adoration in proper clothes and "gestures" while giving yourself a pass for being drunk.
