Herzog is probably his strongest overall.
I liked Seize the Day the most. It's short and sweet and has a very similar feel to Death of a Salesman.
The main issue I had with his other novels is that, while they are very erudite and contain great, aphoristically perfect sentences, they are meandering and contain these silly 'screwball' plot contrivances that destroy the overall effect.
Humboldt's Gift ends with some ludicrous plot divergance in which his dead friend leaves him a secretly written movie script which the narrator sells and makes millions of dollars and then becomes a movie producer. It was so corny, like a bad 1930s movie.

Bellow manages to weave a lot of non sequitur whining about the 'Holocaust' into multiple of his novels.
