You win power in the Democratic Party by credibly representing an important voting bloc, be it women, African-Americans, gays, labor, or whatever, and the way you build credibility as a representative is by leading an organization that credibly claims to represent the underlying bloc: NOW, the NAACP, GLAAD, the AFL-CIO. So lobbying fits nicely into this less centralized structure. With the Republicans, there are advocacy groups, but they're centrally organized by the party, it's not like the Democrats where you can found a brand new group, like Black Lives Matter, and win real power if you show you're representing a new kind of constituency.
Separately, I think civil servants rightly feel that the Republicans are more hostile to them than the Democrats: the Republicans are always trying to cut spending, always trying to shut down the government and threatening to default on the debt, always implying that civil servants are on the dole. So lobbyists and civil servants both have good reasons to prefer the Democratic Party. |
