IIRC the scholarly consensus on that is that his family's roots were likely Kurdish, but at some point his family settled in Azerbaijan and became culturally Turkified.
edit: i looked it up to confirm and it appears there was a lot of intermarriage for political alliances too after they settled in Azerbaijan, so it's not as clear as i thought: "safavid family frequently intermarried with Turkoman nobility (including the ruling Aq Qoyunlu dynasty), as well as Georgian, Circassian, and Pontic Greek families"
the safavid court language was turkish for the most of the 16th century but eventually became persian under Shah Abbas I.
