NK chose the USSR over China in the 70s, so when the USSR collapsed they lost their only sponsor and went through a big famine, and it was tough for them to align with China afterward because China knew they were beggars. That's why this new alliance with Russia is such a big deal. It's been 35 years since these two countries hugged
