I had a whippet as a kid - they're cool but like a lot of dogs they need their running and exercise. You'd probably need to go play long distance fetch at least several times a week especially if you live in an apartment.
I prefer my current dog (border collie) - b/c she's super athletic and badass and I can take to the field to play, catch frisbees, long distance fetch, agility courses, etc. - and they're smart which is cool if you train them right (if not it can be hell).

Their intelligence is a double edged sword - if they aren't trained right they can annoy the shit out of you and be very manipulative to learn what makes you tick in order to get what they want.
E.g. one wrong training move and appeasing annoying behavior with a treat / food and they will FUCK YOU with that behavior for a long time - they will also test out different ways to get attention / food from you - e.g. by doing something annoying that they know will get your attention then following that bad behavior with good behavior (sitting, laying on bed, calmness) that usually gets them food now that they have your attention, it's a very manipulative way to try to get food. All dogs to this stuff to some degree but BCs have an extra layer of cunning manipulation relative to what I've seen in other dogs.
Also training is often more difficult b/c of their intelligence b/c they are very literal - so if you trained them to sit by saying "sit" and simultaneously raising your palm up - this is their command to sit - so now you have to do both every time you want them to sit not one or the other (not always but usually especially when there are distractions around).

I did not know this until after the fact, but Border Collie owners are a bit of a cult and they try to make it look like having a BC is equal to or greater than raising a baby. A very gifted, snowflake baby.
The truth is, Border Collies have a lot of energy, but nothing that should make one wary of keeping them as housepets. They are very easy to train and eager to please, and those traits trump whatever outdoor behavior they have.
One caveat though: they will try to heard small children and I would not have them around kids under about 7.
