A computer program that compared the bomb suspect’s gait to that of Shauni Kerkhoff produced a 94% match.

Aforensic analysis of a female former U.S. Capitol Police officer’s gait is a 94%-98% match to the unique stride of the long-sought Jan. 6 pipe-bomb suspect, according to a Blaze News investigation confirmed by several intelligence sources.

A source close to a congressional investigation of Jan. 6 additionally told Blaze News evidence has emerged recently that pointed toward law enforcement possibly being involved in the planting of the pipe bombs.

A software algorithm that analyzes walking parameters including flexion (knee bend), hip extension, speed, step length, cadence, and variance rated Shauni Rae Kerkhoff, 31, of Alexandria, Va., as a 94% match to the bomb suspect shown on video from Jan. 5, 2021. The veteran analyst who ran the analysis for Blaze News said that based on visual observations the program can struggle with, he personally pegged the match at closer to 98%.

After opening statements, the prosecution's first witness to testify was Shauni Kerkhoff, who was working with the Civil Disturbance Unit of the U.S. Capitol Police during the riot.

The crowd was "angry and violent" and extended "as far as I could see," she testified. "They were calling us 'traitors.' "

The prosecution played a recording of Kerkhoff calling for backup over the radio. Kerkhoff described her own voice on the recording as "panicked."

Kerkhoff said she recognized Reffitt from that crowd on Jan. 6, and described how he ascended a stairway outside the Capitol building backed by the mob. She testified that Reffitt appeared to be "leading the crowd up."

Kerkhoff said officers used pepper balls and multiple cans of "OC spray" — commonly known as pepper spray — to try to repel Reffitt's advances.

Eventually, Kerkhoff testified, Reffitt was hit with enough spray that he turned back and tried to flush out his eyes with a water bottle. Other rioters, however, pushed past the police line, and would breach the building itself.

Nestler, the prosecutor, asked Kerkhoff about whether she considered using her firearm, which she had on her during the riot. "I assumed that people in this crowd were armed," Kerkhoff responded, and said she was reluctant to use her own firearm because it could lead to a "shootout," killing multiple people.

Kerkhoff did testify that she did not see any indication that Reffitt was armed, though she said she did not have a view of his right hip, where his holster allegedly was

As the conflagration over the Epstein files rages within Republican ranks, another obsession of the far right threatens unity in the Trump coalition: the stalled investigation into the planting of pipe bombs outside party headquarters in Washington the night before Jan. 6, 2021.

Administration officials — most notably the F.B.I. deputy director, Dan Bongino — have pushed back hard against a report from the The Blaze, a far-right news outlet founded by Glenn Beck, that named a law enforcement official as the suspect based on a computer analysis of the way the person walked. The crime remains unsolved.

“A week of near 24-hour work on RECENT open source leads in the case has yet to produce a break through, and some of the media reporting regarding prior persons of interest is grossly inaccurate and serves only to mislead the public,” Mr. Bongino wrote in a lengthy post on social media on Thursday that included an attack on a House Republican and an aggrieved defense of his own work.

The editors at The Blaze defended their reporting but hedged some of their claims. Even so, the account had the effect of dropping a match onto MAGA kindling, sparking renewed complaints about the lack of substantial progress in tracking down those responsible for planting the bombs outside the headquarters of the Democratic and Republican committees, not far from the Capitol.

For some of Mr. Trump’s supporters, the case — an overshadowed sideshow to most Americans — is an important missing link that might prove the pipe bombs were an inside job by deep-state law enforcement and intelligence officials intended to discredit the far right.

That, according their logic, would prove the Jan. 6 attack on the Capitol was not an attempt to overturn the election by Trump supporters, as hundreds of successful prosecutions overwhelmingly proved.

The pipe bomb case was never likely to rival the investigation into Jeffrey Epstein, the disgraced financier, in scope, public interest or political importance. But both cases share a key characteristic: They spawned conspiracy theories that were promoted, to one degree or another, by Trump loyalists now occupying top positions in the F.B.I. and Justice Department.

Mr. Bongino and his boss, Kash Patel, the F.B.I. director, promised to pursue investigations based on fictional or exaggerated premises, pledging to reveal deep-state secrets and vowing swift vengeance on their enemies.

Now they are the ones urging caution, and facing blowback for it.

Representative Thomas Massie, a Kentucky Republican who also backs the bipartisan push to release the full F.B.I. and Justice Department files on Mr. Epstein, lashed out at the bureau’s leadership on Monday, accusing the administration of a cover-up.

“FBI, CIA, and Capitol Hill Police Department are implicated in this story,” he wrote in a post on X, joining a chorus of far-right activists who accused Mr. Trump’s team of being drawn into the deep-state machinations they had once promised to expose.

Representative Barry Loudermilk, a Georgia Republican who serves as chairman of the subcommittee investigating the investigation of the Capitol riot, was among those clamoring for more evidence. “With new information circulating, I am asking the @FBI for evidence associated with their investigation into the pipe bombs found on J6, including all information gathered and persons of interest they interviewed, along with any surveillance footage and photos,” he wrote on X early Thursday.

F.B.I. officials responded by turning over new material to Mr. Loudermilk late Thursday, although it was not immediately clear how much new detail the disclosures added.

But it was Mr. Massie who really got on Mr. Bongino’s nerves. The deputy director was particularly incensed by a letter from a self-described F.B.I. whistle-blower, publicized by Mr. Massie, who claimed the bureau’s leaders were trying to suppress information on the pipe bomb investigation.

“This is disgusting, even by the low standards many have for politicians,” wrote Mr. Bongino, who went on to describe details of the investigation, including the deployment of specific F.B.I. units, and posted screenshots of two calls to Mr. Massie, one of which had gone unanswered.

Mr. Massie did not respond to multiple requests for comment. An F.B.I. spokesman said Mr. Bongino’s post on X spoke for itself.

Mr. Bongino’s public taunts were consistent with the behavior of Mr. Patel and Attorney General Pam Bondi, who have made a practice of responding to questions from Democrats with partisan and personal attacks.

Yet Mr. Bongino’s behavior went far beyond the norms established by all of his recent predecessors, who for the most part eschewed public discussions of open investigations, avoided social media out of concern their statements could taint the bureau’s work and avoided mud fights with elected officials.

And for all his bluster, Mr. Bongino played a central role in stoking expectations that the F.B.I. would quickly find the pipe-bomb planters.

In an interview with Fox News five months ago, Mr. Bongino identified the pipe bomb investigation as one of his top three priorities. He falsely claimed that the Justice Department under President Biden had not aggressively pursued the investigation, even though the department had offered a reward and conducted an exhaustive review of video and interviews with hundreds of witnesses. Then he offered a prediction.

“I’m pretty confident that we’re closing in on some suspects,” said Mr. Bongino, a former podcaster who is in a critical post typically occupied by bureau veterans with far more law enforcement experience.

At the time of Mr. Bongino’s appearance, the bureau was pursuing several promising leads, but they dissipated, according to a Trump administration official with direct knowledge of the situation.

Current and former officials have been sharply critical of Mr. Bongino and Mr. Patel for focusing too much on social media and rushing to publicize developments in open investigations that later turn out to be dead ends, or incremental.

The bureau had increased its efforts to jump-start the investigation even before the Blaze article was published. This year, F.B.I. officials released new details, including new video images of their still-unidentified suspect, hoping to spur tips that might solve the lingering mystery.

The person, wearing a mask, a gray hooded sweatshirt, dark pants and Nike Air Max Speed Turf sneakers, planted two homemade bombs the night before the formal congressional ceremony acknowledging that Joseph R. Biden Jr. had won the 2020 election.

Neither device exploded, but their discovery that morning added to the fear and confusion on a day when a pro-Trump mob stormed the Capitol, delaying the certification of the election results.

In the weeks after a mob attacked the U.S. Capitol on Jan. 6, the FBI dedicated more than 50 agents to one task: Finding the person who had planted a pair of pipe bombs near the Capitol.

Again and again, agents thought they were closing in on the culprit.

Early on, they questioned a Capitol Hill-area gym employee who had purchased the same Nike shoes as a person captured in grainy security camera footage crisscrossing the area the night before the riot. Then they suspected a man who had been spotted snapping photos of locations outside the Republican and Democratic Party headquarters before the bombs were placed there. Later, agents found an actual bombmaker — he just turned out to be the wrong one.

Nearly five years later, the identity of the D.C. pipe bomber is one of the enduring mysteries from the day that triggered the largest investigation in the Justice Department’s 150-year history. It has also become the focus of conspiracy theories — and claims that the crime was an inside job, often accompanied by assertions that it was not vigorously investigated.

This account of investigative steps taken by the Justice Department shows that the nation’s premier law enforcement agency marshaled significant resources in the first year after the attack, mounting a coast-to-coast digital dragnet. The contours of the probe were first described in a report released in January by a congressional committee. But new details are drawn from reporting for the book “Injustice,” including interviews with law enforcement officers and government officials with knowledge of the investigation. They spoke on the condition of anonymity because they were not authorized to discuss the case, which remains open. Some said they were eager for the public to know how intensively the Bureau had investigated the crime.

“People claiming we were not pursuing evidence, they don’t know what they’re talking about with regards to the pipe bomb investigation,” one of the people with extensive knowledge of the investigation said. “The thing was massive. We devoted a whole ton of resources to it.”

Last week, several Republican lawmakers latched onto a claim, published in the conservative news outlet The Blaze, that a “gait analysis” suggested the person captured on security videos on the night of Jan. 5, 2021, was a former officer with the Capitol Police. The officer, Shauni Kerkhoff, was on duty at the Capitol the following day and testified in some of the first trials against rioters.

Steve Bunnell, an attorney for Kerkhoff, voluntarily identified his client by name in a statement to The Washington Post, saying she had been so widely and falsely accused in recent days on social media that she had to push back. “These shameful allegations are recklessly false, absurd, and defamatory. Ms. Kerkhoff categorically denies them,” said Bunnell, a former federal prosecutor.

Ed Martin, an associate deputy attorney general in the Justice Department, dismissed a claim on the social media platform X on Friday that he had determined Kerkhoff was the bomber. “This is false. Neither Mr. Martin, nor DOJ has made this determination,” Martin wrote on X.

The FBI did not respond to questions about Kerkhoff but said solving the pipe-bomb case “remains a high priority for the FBI and our law enforcement partners.”

In the months after Jan. 6, FBI officials declined to assign a single agent to investigate Donald Trump or those around him for efforts to overturn the results of the presidential election — actions that later became central to special counsel Jack Smith’s ill-fated case against Trump.

By contrast, Bureau leaders in the Washington Field Office quickly poured resources into the pipe-bomb investigation. They saw the would-be bomber as a key to understanding how extensively the day’s political violence had been planned — and whether the bombs were intended to divert police from the Capitol as Trump’s supporters stormed it.

One of the first steps that FBI investigators took was to scour the blocks around the sites where the bombs were found in the hour before the riot began — one near a dumpster outside the Republican Party headquarters, and the other near a bush and garage entrance to the Democratic National Committee building.

Agents found more than a half-dozen government security cameras and home surveillance systems had captured the suspicious individual meandering around the sites for about an hour the night before the riot. The suspect paused for a while on a park bench, cut through an alley and stopped again as a neighbor walking a dog passed by.

In each video, the suspect wore a light-colored sweatshirt, dark pants and sneakers and carried a dark-colored backpack. Several agents judged from the suspect’s gait that the person was probably male. But the individual’s face was covered by a medical mask, and a hooded sweatshirt obscured most of the suspect’s head.

Supervisors pressed investigators not to draw assumptions about the suspect’s gender.

“We didn’t want to have tunnel vision and rule out people as suspects,” said one person involved in the discussions at the time. “We all figured it was a man, but we never came to conclusions — and never excluded women.” Investigators also held open the possibility that the bomber had accomplices or was part of a group that had conspired to build and place the devices.

While sitting on the park bench, the suspect at one point appeared to stare down at a phone, so agents began harnessing phone data to identify the device. They obtained cell tower data that showed phones in the area at the time. Investigators also served subpoenas on Google, which collects location data to help determine which ads to show users.

Those steps resulted in a list of about 120 devices, according to documents obtained by Congress and a person familiar with the case. Agents then narrowed that to about 20 phones that belonged to people who had no obvious reason to be in the area at the time, the person said. In some cases, agents went deep into those customers’ records, studying their call history and reviewing their internet activity. They came up empty.

The investigation, however, soon centered on the parts technicians found while carefully disassembling at least one of the bombs. The devices were “operable” and had been rigged with gunpowder, according to documents and one person familiar with the case, but their timers had not been set to detonate. The devices’ components included steel pipes, simple timers, batteries and a battery connector.

Agents began to catalogue where each item could have been purchased. For most, the list turned out to be long and included big-box national retail chains like Home Depot and Lowe’s. But the battery connector was different. Agents could find the piece for sale only at a string of hobby shops. It seemed like a critical clue.

The FBI subpoenaed retailers for credit card transaction data to reveal the names of people who bought the battery connectors over several months. They compared that list to the owners of phones located near the party headquarters around the time the explosives were planted. There was no match.

Investigators then cast a wider net. They pulled in reams of credit card transactions from the big-box stores. Had anyone used the same card to purchase the exact steel pipe, timer, and the battery connector used in the bombs? No. They also looked for purchases of any single bomb part that could be traced to someone whose phone was used in the area on the night the bombs were planted. Again, agents came up empty.

As investigators collected more information, data and computer analysts joined the effort.

The FBI sought records showing the time and location of every cash purchase of a battery connector or other potential bomb component, transactions that would leave no record to identify the purchaser. To attach a name to those purchases they issued subpoenas for all cellphones active near stores in the minutes around each cash transaction. Sorting the data became a head-spinning task, people familiar with the investigation said.

Another group of agents, meanwhile, analyzed every bit of video evidence of the suspect for leads hidden in the images. The suspect’s backpack appeared to have had a logo removed. Agents searched for similar backpacks and studied the size and shape of logos from 18 different backpack manufacturers. Again, they looked for purchases of the brand and model they thought might have been in the pictures.

A few agents focused on the suspect’s clothing. While the person’s sweatshirt and pants bore few distinct markings, investigators could make out sneakers with a unique dark-and-white pattern. There was one shoe that looked almost identical: the Nike Air Max Speed Turf.

Agents contacted Nike. There had been about 23,000 pairs sold in the United States before Jan. 6, 2021, and the shoe had been distributed by more than two dozen retail companies. Agents filed subpoenas for credit card receipts from Foot Locker and other chains. Several retailers could not track purchases by specific shoes. Still, the effort produced a list of almost 1,200 sneaker sales with credit cards to compare to purchases of the bomb components and cellphone data.

That process led agents to the gym employee. The person lived within the zone where the FBI had pulled cellphones operating the night before the attack. The person came under further scrutiny after he initially lied to agents about a leg injury, according to people familiar with the investigation. Agents wondered if the injury could have accounted for the odd gait seen on security footage. They served subpoenas for records showing his communications and movements but eventually concluded there was no other evidence tying him to the crime and cleared him as a suspect.

Nearly three months into their effort to track sales of the bombmaking materials, the purchases of a teenager in Cobb County, Georgia, raised alarms.

There was no indication the then 17-year-old had been in D.C. around Jan. 6, but his pattern of purchases was disturbing. Agents notified local police, who raided the home of Dylan Chapman. He was soon charged with possession of an explosive device, as well as weapons and drugs.

“It wasn’t what we were going for, but it was at least one good thing,” said another person familiar with the investigation. “It felt like we stopped something bad from happening.”

Local authorities later revealed in court hearings that they had received information about Chapman’s purchases at a Home Depot in Georgia from the FBI. He used the items to construct a pipe bomb that he detonated in a wooded area, according to court records.

Chapman’s attorney, Kim Keheley Frye, said in an interview that she and her client were unaware the case was connected to the Jan. 6 investigation. Frye said she had sought more information from local authorities about the FBI’s involvement in the case but was rebuffed. Local prosecutors agreed to a plea deal, and Chapman was sentenced to two years in prison in 2024.

Every January, FBI officials have renewed their pledge to keep working to solve the case. On the fourth anniversary, FBI Washington Field Office chief David Sundberg told NPR that the bureau remains convinced that “there are people that still know something.”

“Over four years, allegiances might change,” Sundberg said, “Relationships might change. People might recognize that what doesn’t seem as important to them might be a piece of this investigation that we could really use.”

The right shred of new evidence could still help connect dots, people familiar with the investigation said.

Before taking over as the Bureau’s second-in-command, Dan Bongino told his podcast listeners in January that the pipe bomb case was “the biggest scandal in FBI history” and that the FBI knew the identity of the bomber and “just doesn’t want to tell us because it was an inside job.”

On Thursday, Bongino posted on X that the Bureau remains “passionate about solving this case.”

Without naming Kerkhoff, The Blaze article, or related claims in recent days alleging she had early on been a person of interest, Bongino said the FBI had been working around-the-clock “on RECENT open source leads in the case.”

The FBI’s efforts, he wrote, had “yet to produce a break through, and some of the media reporting regarding prior persons of interest is grossly inaccurate and serves only to mislead the public.”
