The Filipino-style is a patronage system where the paycheck comes with the jerb. You get appointed to a government jerb, and checks arrive in the mail made out to you. You didn't have to hit up anyone for the money. The checks just get written to whoever holds that jerb. You also can't make the checks any bigger than they already are. If it's $40k/yr, it is what it is.

In Indonesia, there's no theoretical limit to the size of a bribe an official can command. However, officials have to earn whatever they get. They need the ambition to do effective shakedowns.

Ukraine has the Filipino-style where these military officers are all expecting money to come with the jerb. They don't pretend to know where it will come from, or how much it will be, but they saw how all the top brass were doing it for the last three years, so you can't rotate someone new into the jerb and say "heh, you're only getting your official government salary. New day."
