i think one of my direct reports lied about jury duty to take time off

in the past my company just took your word if you needed a day or two off for jury duty, but now we require documentation for all jury leave. this is a recent change that was not communicated clearly
he said he needed three days off for jury duty. then he was asked for documentation and suddenly he's working the days he requested off. was he lying? he's in OR. haven't talked to him about this yet
